Make Comments and Attachment section required

Summary:

We are wanting to make the whole 'Comments and Attachments' section required for requestors on most responsive pages. The only option available via TDS is making the fields required - requestors are still able to skip the 'Comments and Attachments' section because only a warning appears.

Is there a profile option that we can enable to make sure the section is not skipped?
