Is it possible to create Incomplete Requisition from Mix - Max when valid BPA not present

in Supply Chain Orchestration

Purchase requisitions are being generated from Inventory Min-Max Planning. Sometimes, due to error, a valid BPA is not present or funds might be fully depleted on the BPA. At the moment, an error is produced in Supply Chain Orchestration and the requisition isn't generated. Users would prefer that the requisition is generated, but be in Incomplete status. Then purchasing team can rectify the requisition. Is this possible?
