Import Items does not triggering Product Rules

Summary:

We are trying to import items using template spreadsheet ItemImportTemplate.xlsm. CVS and ZIP file is generated and submitted the Item Import.

Item Number is setup as Sequence Generated

Item Description is Rule Generated based on the EFF Values . Product Rule is defined accordingly based on the EFF Values

But Item Import is failing with error  Item : 19341(MASTER), Description - Description is required. (EGP-2775621). Does product rules will not trigger for Item Import using interface template file?
