How to put foreground Image in Redwood template

Summary: Foreground image not rendering on the redwood template


Content (required):I am trying to put a foreground image on the welcome template. I tried importing an image under resources and provide path but that didn't work. I also tried to past the same URL from static.oracle.com static.oracle.com/cdn/fnd/gallery/2307.0.0/images/illust-welcome-banner-fg-04.png that @Shay Shmeltzer-Oracle used in his blog but it doesn't render the image on my application.
