What is stopping the Changes only extract not to pick the employees promoted through ORC?

We have developed a Changes Only extract which send the data to ADP.

We are trying to promote an internal employee through ORC.

It's picking the Employees who are promoted using the Quick actions and from Person Management. The ORC promoted employees are not being picked.
