Overtime Fast Formula needs corrected for New Hires/Rehires

Summary:

Our Fast Formula, ADA_THRESHOLD_TIME_CALCULATION_RULE_AP, does not calculate OT correctly for New Hires/Rehires that do not start at the beginning the pay period.

Content (required):

If an employee's hire date/rehire date is not at the start of the pay period, the fast formula calculates overtime starting on their hire date, then adding 7 days (because of the Daycounter in the formula). It applies the overtime 7 days after their hire date.

For example, if the employee starts on Wednesday of the first week, the overtime calculator is looking at Wednesday through Wednesday of the next week to determine if there are hours worked over 40. It should only be looking at the hire date through the end of their first week, which would be Saturday.
