Cannot change revaluation reserve account using configuration packages

There is a need to change the revaluation reserve account and we have tried through configuration packages. The process ends successfully but the account won't be changed in the category level.

Following is the scenario;

• Revaluation accounts were not defined to the category
• Allow revaluation was disabled after initial enabling
• Revaluation reserve account was added to the category while revaluation was disabled in book.
• After saving the revaluation reserve account is frozen.
• No revaluation transactions are done for the specific book.

Need some insight on this. Since no revaluation transactions have been done in the book why cannot the reserve account be changed via configuration packages? And is there any workaround?
