Recent SSE Deployment/Log Behavior Changes

Over the past few days, we've noticed that whenever an SSE is updated in multiple non-production environments (possibly production, though we haven't needed to deploy anything yet), the deployment seems to take the SSE server down for a slightly longer period (~2-3m) than we recall happening previously.

We can work with the delay, but we've also noticed that when the server comes back up, it also no longer has logs from anytime before the deployment completed. This may be a nuisance for lower environments, where we'll have to coordinate getting logs before deploying any SSE changes to make sure that multiple developers can continue to work, but we are concerned about this behavior also occurring in production environments, where the logs can occasionally be important for debugging issues that customers raise days after the incident.
