R13: Comp Plan Instructions setting

is it possible to display the Instructions text at the top just like it was in R12 without clicking the "?" icon?Content
In R13 the Instructions section on a comp worksheet is collapsed and users have to click the "?" icon to see the text. Is it possible to change the setting so the entire text is included on the worksheet by default?
