How to configure approval rules for HR and Line Manager for Payroll Timecard?

Summary:

The rules configured currently are

Manager:

if

RequestManager.managerType.toUpperCase() is "LINE_MANAGER"

Then --> Auto Approve

Which is working as expected.

HR:

if

RequestManager.managerType.toUpperCase() isn't "LINE_MANAGER"

Then --> Emoloyees Line Manager to approve - Which is not working as expected because it is triggering the Manager rule.
