Project Cost Allocation by Headcount

Hi,

We have a business requirement to allocate project costs by headcount of different business areas across different projects or tasks. The project costs will all be captured initially by a supplier invoice against a single project. Is it possible to use project cost allocations (or inter-project billing) to spread costs based on headcounts assigned to different projects or project tasks?
