Custom Single Sign On page

Dear Experts - my client is going live on Oracle HCM Cloud soon and they do not want the Chooser page. Is there a way to create a custom SSO page that can allow for a direct login into Oracle?
Content (required):
Now, since we want non workers (such Pending workers or Recruiting Agents) to be able to login to Oracle, even though they do not have an SSO, we're required to keep the User ID and Password fields available on this page.
Is it possible to create a custom Single Sign On page (which only has the SSO option) which allows the internals to directly login to Oracle HCM ? If it is feasible, then the usual Oracle Login page with the chooser can be exposed to the externals, who can then use their User ID/Password to login
