Why are Carry Forward Comments in ARCS are not staying when a new period is opened?

Hello,

I recently had to update some of the account profiles for our company so I exported our entire profile listing, did the updates (we were updating the instructions) and imported them back to ARCS with no errors. When I selected to create the recs for Feb 2023, all of the carry forward comments which were toggled as such in Jan 2023 recs, did not carry forward. Has anyone had this happen before or what is causing this issue?
