Enforcing Limited number of attempts on a SCORM content

Hi Experts,
Business Use Case for our Client: Learner should only be allowed to take 2 attempts on a scored SCORM assessment.
Most of Client SCORM content has the following behavior:
- SCORM content allows the Learner to retake 2 attempts without needing to click on 'Save and Close'.
- If the SCORM content configuration in OLC has Recorded Attempts set as 'Limited Number = 2', the system is evaluating the number of attempts based on learner clicking on 'Save and Close'.
- So, if a Learner takes 2 attempts from SCORM without clicking 'Save and Close' and fails both, they get 2 such attempts again from within the SCORM after they click on 'Save and Close' and click on 'Resume' again on the SCORM content.
