How to add new eligibility Tax elements like "Federal Income Tax" using spreadsheet loader

We have created a new Legal entity and corresponding PSU.

How to add a new eligibility (element eligibility) for Tax elements like "Federal Income Tax" to include the new PSU's.

In the spreadsheet template "Legislative Data Group Name" is mandatory


However Federal Income Tax element don't have any "Legislative Data Group Name"


I have tried with blank and US legislative data group. Both case its throwing error
