Oracle ERP Cloud Financials and Oracle HCM Cloud seeded reports does not show up for users

Summary:

We recently created a new user account for Oracle ERP Cloud 23A.

The user can log in

When the user goes to the Reports and Analytics tab and clicks the Browse Catalog, we encounter a couple of issues.

Issue (1). Currently, under /Shared Folders / Financials path and in some of the folders underneath, the system is not displaying all the Seeded reports provided by Oracle.

Issue (2). Even though we have given this user BI Consumer / BI author role, under the Create option menu, the system currently shows only Data Models in the subfolders, and other seeded reports are not showing up.
