Shared HR /Core HR and Procurement Approval

Hello, I am hoping to get some clarity on the need for Shared HR / Core HR licensing for Procurement Approvals.

Does Purchasing Cloud Service license include the use of features such as Stages, Participants, and hierarchies specifically position, job level, supervisory, approval groups, and single approver without Core or Shared HR / HCM licenses?

If that's not the case and Shared HR / Core HR is a must, what are the features in Procurement and Approval flow that we can use with only Purchasing Cloud Service , Self Serivice Procurement License?
