Change Personal Info Approval: Different Representative Types are thrown together during approval

we are currently facing the following problem:

The change personal information approval currently contains three rules, where HR has to approve changes done by employees to their:

visa --> only HR advisor representative type approvers

citizenship --> only ELC admin representative type approvers

name --> only HR advisor representative type approvers

Now, with this mixed set up, the approval engine always combines both types in the background thus doubling the amount of approvers that can claim the approval. After we changed to an all HR Advisor rep setup, the approval worked properly meaning only hr advisors could claim this approval.
