Voting does not work correctly when manually adding approvers

Content (required):

A block with auto-approval is configured in negotiations. When submitting for approval, users add approvers manually. It is necessary that when a certain percentage is reached, the negotiations go to Active, otherwise they are rejected. Now they always change to the Active status.
