Change Order Against a Quality Action.

Summary:

I created a quality action against a quality issue. The org on action and issue was stamped as ABC. While i am creating a change order against the action, i got an error "You cannot create a change order for a reference organization. You must select the corresponding definition organization. (ACA-3600220)". Then i set up default organization under Product Development - setting - Manage configuration. Now the CO is created against the default org i set up under Product Development and not against the org ABC which is on Quality issue and Quality action. Is this expected behaviour or i
