Changing the effective date of new revision in change order by interim approver

Changing the effective date of new revision to earlier date in change order by interim approver.

We have a requirement where released revisions from third party PLM system are to be interfaced with fusion pdh.

The third party system would send effective date as 31/12/2049. Interface would create new change order and add affected object i.e. item to the change order. Once change order is submitted, it will go to interim approver (say Manufacturing team). Manufacturing team would update the effective date of the affected item within change order and approve the change order.

however when manufacturing team is trying to change the effective date ( say from 31/12/2049 to 20/03/2023) we get below error.
