When is Person ID assigned?

Summary:

At what stage in recruiting/onboarding/hire is the person ID assigned? We are looking for a way to connect a person from application through their employment. We already have a lot of employment reporting built out that links by person ID, but are beginning to add in recruiting data and it doesn't appear that there is a person ID for external candidates.
