Error on IDCS Create due to local domain

Hello

When creating a new user in IDCS, I am getting the error 'v18 User Name: email@local.domain invalidEailFormat' since the email address is a local only domain.  Is there a way to add a whitelist / allowed domains to get around this error?  This is a non-prod domain for testing / validation so need to be able to use this.
