Change Legal Employer of an employee

Need to change the legal employer for a set of employees.

Content (required):

We need to change the Legal Employer in the hire record of few employees.

Tried using mass LE change functionality which is throwing error : The legal employer change date can't be same as the assignment start date.

1 ) How can we change the LE of hire record of the employee?

2) Which all cases can we use the mass LE change functionality? We cannot have the action 'Global transfer' as this action is kept inactive.

3)While loading employee data into system, global transfer is used for LE change. But now we don't want global transfer in system and removed that action itself. So, we need to correct the LE in those records also without adding a Global transfer.
