Agreement Catalog Authoring feature - Transfer to Catalog Administrator means whom?

Summary:

Catalog Authoring. ---- buyer can send the BPA to supplier for authoring - Supplier can add lines (items and price) and send back to the Buyer (transfer to buyer again)

Catalog Authoring can be sent to Supplier or Catalog Administrator. (Supplier means it goes to supplier user)

Catalog administrator - i transferred once to catalog administrator but not sure to whom its going. Who is that catalog administrator.
