Favourites window only fills half of screen

In OTBI the favourites window only fills half of the screen

When entering OTBI the favourites window only fills half of the screen, bottom half is empty and scroll bars don't go all the way to the bottom. When a report is opened from within the favourites window it too opens in a window that only fills half of the screen so it is truncated. This isn't browser specific as same issue occurs with Chrome and Edge but doesn't impact all users either. I have attached image of what it looks like together with one that works correctly.
