How do we move a quick action permanently to the top of the page?

Summary:

We would like to move the Team Change Request quick action to the top of the page (under Team Time Cards) so managers don't have to go to show more than find the action.

Content (required):

We would like it to show up right under the Team Time Cards quick action. These are functions managers use daily so having them right on the top of the page saves people time and having to click through the system. We currently have Team Time Cards configured to be at the top always so I would like to add the Team Change Request under it.
