Employees who work on Holidays

In the retail industry, there are some employees who work on holidays and paid time and a half for hours worked on the holiday. The employee's who work holidays change with every holiday and due to the large number of the EE base, it is not feasible to adjust Calendar exceptions for every holiday by resource.

How can I setup AM to allow EE's to 'work' holidays while others can still have it listed as a holiday en mass?

We are not implementing OTL.
