HCM Approvals in English not working for French users

Summary:

We have configured approval rules for Change Personal Information (all are in English) and they work perfectly fine when user logins in English and submits. However we have seen that same rule when User logins in French it fails.

As there are more rules configured instead of modifying each rule do we have any option by which all rules work for all the users English/French.
