How to restrict planning recommendations for "Make" Items differently for forecast and Sales orders?

Summary:

We are in a CTO environment. We have a requirement in our project where business does not need any planning recommendation which is based on forecast for all "Make" Items. However business needs plan recommendations for both Forecast and Sales Order which are defined as "Buy" items. Also if there is a sales order; supply planning should provide plan recommendations for both "Buy" and "Make" Items. Do we have any similar requirement in any other project. What possible options can be provided?
