Unable to save Person Criteria as a 'Reusable Person Criteria'

Summary:

Hi Experts,

We recently realized that we are not able to save a Person criteria as a 'Reusable Person Criteria' for reuse with Learning Assignments and Learning Initiatives. As seen below, when Learning Admin / Learning Specialist comes back to edit the initiative 'Edit' button is disabled for the 'Reusable Person Criteria'.

When 'Person Criteria' is selected from 'Add' drop down on 'Select Learners' page, the saved person criteria is not available as a 'Saved Search' on the Person Criteria page.

Has anyone else experienced this behavior? Did this break due to 23A?
