Assign Learning to My Team - Exempt Status for Employees with previous course Completion Status

Line Managers before 23A enhancement were able to Assign Learning to Their Team without any issues. After 23A was applied on our Oracle Learning, line managers can still apply the same steps to assign learning to their teams and the process gets complete. However, the issue is that if the employee has a previous completion on the course, the status goes immediately to "exempt". While "Assignment Conflict Rules" are active on the Admin side, they are not active for Line Managers. Any idea?
