Is there a bug with Photo Approval section In Voluneering?

Photo Approval is not working when is disabled

Content (required):

I have disabled Photo Approval in configutation but when employee add photos, is required to wait the administrator does the approval, but if a I have this option disabled I don't need approval theoretically, ¿ is there an issue here?
