MS Teams Integration - How can Instructors use Break Out Room functionality in Teams?

We are using the MS Teams - Learning integration. Right now, neither the Instructor nor the participants are able to initiate the breakout room functionality in MS Teams. Do we know if this requirement is supported as part of Teams-Learning integration? Appreciate any insight. thanks.

Update: I should have clarified - this is not a licensing issue. They can use breakout room functionality during normal Teams calls, but they are unable to do so when it's a VILT from Oracle Learning. Thanks.
