create a method that prevents customers from certain regions from adding items to their cart?

I would like to understand how I can create a method that prevents customers from certain regions from adding items to the cart, in order to prevent them from making the purchase? Because some states here in our region, the delivery process is more complicated, so until we can solve this bureaucracy, we would need to deactivate the add item to cart button for certain states (which the customer searches for when logging into the platform).
