How to use Approvals in Budget Revision (Financials Module)

Summary:

We are setting up Budget Revisions and see in the documentation that Approvals can be configured and used in the budget revision process that we enabled as part of the Financials module. It appears that the end user documentation states that to Reserve Funds (if you are using the approvals process) that the budget revision must be approved before the Reserve Funds action can take place.

We have set up Approvals for each Budget Revision version and OEP_Adopted Scenario and the entity dimension. However, it does need seem to affect the ability to reserve funds. For example, if a user creates Revision 1 for a level0 entity and does not promote that Revision and the Revision 1 is not approved, they can still reserve funds.
