Restrict Create on Document Records Preferences Still Viewable in Document Type Drop Down

Has anyone also seen the experience where if an "Active" Document Type has enabled the Restrict Create option and have no excluded roles from the restriction, the Document Type will remain viewable in the Document Type drop down when +Add as an employee with a banner?
Prior to 23A, when you restricted create, the "Active" document type was no longer viewable/selectable in the drop down when +Add. Post 23A, it now appears that Restrict Create is truly only for when you want to exclude roles from the rule and not actually meant for when you want to restrict all roles for creating.
