After 23 A upgrade we are facing the issue where user is part of Global Access Group but not able to view the offering

After 23 A upgrade we are facing the issue where user is part of Global Access Group but not able to view the offering

We are using analysis report as the criteria for selecting the users as part of Global Access Group, the user is listed in the report but not on access tab of learners (screenshot below), similarly user is not able to view the offering also from Me -> Learning

Default access is No Access
