Associate Must Retake Courses within Specializations

Summary:

I recently updated to Activity Sequencing in 23A which is great for Offerings to make annual assignments. The issue I think I am seeing though is in Specializations I can't make some retake the courses based on if they have finished them or not.

Content (required):

Will the assignment look at the Offering rules that I setup when I Add Learners to the Specialization or will it look at the Specialization rules?

From what I see in Specialization it will Auto Complete if someone has already completed these assignments. Does this mean I can only use Specializations to assign if someone has never had the courses? I DO NOT want it to auto complete if we are needing to do annual training. Does all Annual training need to be assigned through Offerings only?
