Is it correct to say that GOP processes orders in FIFO mode

Summary:

Is it correct to say that GOP processes orders in FIFO mode?

Content (required):

Enter Sales Order SO1 with request date D1 , schedule the order .

Enter Sales Order SO2 with a request date D2 where D2<D1 . If there was supply available for SO1 and GOP has used that completely to schedule SO1 then it will push out SO2 to lead time even though SO2 is needed before SO1.

So based on the above is it correct to say that GOP processes orders in FIFO mode unlike Supply Planning which goes by due date of the demand?
