Unable to Find All Departments while Creating Positions

Summary:

When I am trying to create a Position from the UI, it is showing only showing one Department, whereas there are multiple active Departments present in the BU.

Content (required):

If I try to edit an existing Position and go to Department LOV, the search result shows all the existing Departments. However, the case is the opposite when it comes to creating a new Position as it shows only one Department. Also, if I try to search that particular Department in 'Manage Departments' screen, it appears as Inactive.

Any idea how to address this?
