R13 - Announcement panel - text format options stopped working

Hello,

 

In R13 we have noticed that if you type new text into the announcement panel the formatting options such as bold, colour etc do not take effect, anyone else noticed this or see this working?

We have raised an SR to see if this is a new bug.
