Remove "Add" button in Demografical Information (Person Details area)

What is the role/privilege that I have to remove to the HR role in order to hide the "Add" button in Demografical Information section (Person Details)

Our client doesn't want to give HR users the ability to add data to the Demographic Information section in the Person Details area. The HR user can only see the data but not add any other information. What role/privilege do I need to remove to achieve this?
