Control budget is generated based on raw cost for Project budgets

Summary:

We have requirement to enable the project budgetary control and also calculating the burden amount on project budget and report cost is selected as Burdened cost hence burdened cost amount is used to calculate the budgeted margin.

However when the same project control budget is created then is considered the raw cost amount. But when actual cost validation is happening it is considering burdened cost amount for validation which is incorrect.

Could any one please confirm if this expected behaviour to generate the control budget for project based on raw cost and actual cost validation is based on burdned cost amount?
