Show all employees whether they have been on a course or not.

Summary:

I am trying to gauge an approach to producing a list of employees with the courses that they have completed/in progress etc. using the subject areas for

"Workforce Management - Worker Assignment Real Time"

"Workforce Learning - Learning Records Real Time"

I need to show all employees even if they have not been on any courses.

What is the best way to approach this?

Content (required):

Produce Employee Number and Name with the course offerings they have participated in.

Also to show Employees that have not been on any courses

Does it matter which subject area I use initially or will the results be the same either way?
