Problems: change from a Grade with Grade Ladder to a Grade without a Grade Ladder

Summary:

Very high level summary : We have issues when changing positions that is having grade steps to a position without grade steps, the system is not managing properly the change and the position without grade step is not accepting an empty field for steps. We have to do manual processes to the system to make the process work.
