Unable to delete OCI account/request tenancy deletion

I'm unable to delete my OCI account. Request tenancy deletion fails and no one I've talked to has been able to help.

I'm unable to delete my OCI account. I've talked to live chat, and they were unable to help and told me I needed to call Oracle HUB, which I did. They said to talk to live chat, I told them live chat told me to talk to them, then they made a ticket with Global(?) I think and they just sent me the steps to do "Request tenancy deletion", which doesn't work for me (The work request to delete your tenancy could not be initiated. Please try again or
