How to setup person security profile secured by legal employer

Summary:

Currently user can search and view all the persons irrespective of legal employer. But the expectation is to search persons in Person management window who are belongs to his/her own legal employer. For example an employee from LE-1 should be able to search only employees belongs to LE-1 in person management window.
