Unable to enter project requisitions if Requisition BU and Project BU are in different Ledgers

We have 2 ledgers (UK and Indonesia). Currently we have Projects configured with Budgetary Control under Indonesian Ledger. We have defined Business Unit under UK Ledger as provider business Unit to Indonesian Ledger Project. When we try to process project requisition from UK Ledger Business Unit to Indonesian Ledger Project, budgetary control error is displayed:


"The project is enabled for budgetary control but there is no control budget. Create a control budget by setting the budget to baseline and validate the transaction."


Oracle support confirmed that it is not possible to use cross charging between ledgers if budgetary control exists for projects. We want help with a the workaround. How other customers are doing it as it is a common scenario for multinational businesses.
