Why would a requisition against an agreement that has a change order pending and is in a Incomplete status cause the requisition to autocreate a PO with another Agreement? 

Example : Requisition : REQ100 is created with source agreement as AGR100 which is pending change approval.

As soon as the requisition is approved PO PO100 is created with agreement number AGR101 ( as AGR100 is pending change)
